Mr. Charles Lowe / Charles Ignatius Lowe was one of the Pioneer Europeans to enter Perak in 1878 and together with his wife lived at Kuala Kangsar, Perak. He worked under Mr. Hugh Low. After he resigned from Government service, he joined the private sector and was the accountant to the French Mines at Lahat, an agent for the Straits Steamship Company at Teluk Anson and finally, an Assistant Manager of Messrs. Teik Chon Company, Ltd where he last served before he passed away at the age of 54 on 30 November 1911.
Cecilia Mary Lowe is the eldest daughter of Mr. George S. Reutens, of Singapore who is the grand old man of the Dutch-Eurasian community in Singapore. Mr. Reutens retired from the shipping office in 1901 as Deputy Shipping Master after 40 yeas of service. Mrs. Cecilia Mary Lowe was educated at the Convent and married in 1877, Mr. Charles Ignatius Lowe. Mrs. Cecilia Mary Lowe (born 29 April 1856 - 1st February 1920) passed away on 1 February 1920 at the her son's residence at Parit Buntar on a Sunday morning, 1 February 1920 after a long illness.
She leaves behind 5 children to mourn her loss.
The eldest is Geraldine Lowe or Mrs. H.E. Hughes, of Kuala Kangsar.
The second, Evaline Lowe married the late Mr. A.J. Hannay, Chief Inspector of Police, F.M.S. who died in Gibraltar in 1905
The third is Ethelrida Lowe (wife of Mr. P.M. Carrier, A.D.O. Kinta).
The eldest boy is Cyril Lowe, the Secretary of the Krian Sanitary Board
The youngest boy is George Lowe, Senior Master of the Johore English College.
The funeral took place in Ipoh and was conducted by the Rev. Father Coppin. He is buried alongside her husband.

There was a 11 March 1930 article which mentions that Mrs. Hughes, widow of the late Dr. H. E. Hughes of Perak has left Ipoh for a short stay in Muar prior to going to England in June where she intends to settle down with her son. Dr. H. E. Hughes was the President of the Ceylonese Association of Perak (1923)

On 25 September 1920, at Our Lady of Lourdes Church, Johore Bahru, by the Rev. Fr. Bicheras, Mr. George A. Marshall, Building Inspector, Johore (eldest son of Mr. G.C. Marshall, Inspector of Machinery, Perak) to Mrs. Evaline Hannay (widow of the late Mr. A. J. Hannay, F.M.S. Police, and second daughter of the late Mr. and Mrs. Charles Lowe of Perak.

Mr. Cyril Lowe, son of Mr. Charles Lowe of Ipoh, has been appointed a Sanitary Inspector and will be stationed in Ipoh (1 July 1910).
